Representative Markey and Senator Pryor, authors of the 21st Century Communications and Video Accessibility Act of 2010, sent a letter to the Federal Communications Commission on January 10, 2012 urging all three Commissioners to adopt language in the Report & Order for Internet Protocol Captioning that includes video programming shown on television, even if it is shown in segments or where some, but not all segments are posted online.

Rep. Markey and Senator Pryor support the position of the NAD and Consumer Groups that Congress did not intend to exclude videos such as three minute segments of websites such as CNN.com and ESPN.com. The NAD along with other consumer organizations have advocated this point with the FCC during the NPRM process which began in December 2011. Click here to read Rep. The NAD will review the R&O and communicate the final rules with the deaf and hard of hearing community.
