The National Association of the Deaf (NAD) released a Model Mental Health for Deaf and Hard of Hearing Individuals Bill of Rights, along with a support statement designed to both to encourage activists and to educate legislators. While neither is a legal document, the NAD hopes that this sample Bill of Rights will help deaf and hard of hearing people, and their allies, convince their legislators to pass new laws containing many or all of the same protections as the Bill.
The Model Mental Health Bill of Rights is the newest chapter in a long story of NAD advocacy for the rights of deaf and hard of hearing individuals.

The National Association of the Deaf (NAD) released a position statement supporting the use of dual language development-- the use of both American Sign Language (ASL) and English-- in educational settings with deaf infants, children and youth. ASL, as a visual language, can be easily acquired by young deaf children and represents a natural and reliable route to language development which is essential for their cognitive, emotional, academic and social growth. As such, it provides the best possible access to deaf peers and mentors capable of involving the child in an inclusive community.
The National Association of the Deaf (NAD) recently released a position statement supporting the continuation and strengthening of schools for the deaf nationwide. The NAD believes strongly that schools for the deaf provide valuable placement options for deaf and hard of hearing children and that, for many children, these are the best options for providing a linguistically rich environment. They are also an important and necessary component of the spectrum of placement options required by the Individuals with Disabilities Education Act (IDEA).
